HYBRID state-administered system. Alaska State Fire Marshal (DPS) administers commercial building codes statewide (IBC 2021, IFC 2021, IMC 2021, IFGC 2021, IEBC 2021 effective Oct 28, 2022). Department of Labor administers plumbing (UPC 2018), electrical (NEC 2020), mechanical codes statewide. CRITICAL: IRC is NOT adopted statewide - applies ONLY to projects financed through Alaska Housing Finance Corporation (AHFC) or in deferred jurisdictions that locally adopted IRC. One- and two-family dwellings exempted from IBC per 13 AAC 50.020. AHFC Building Energy Efficiency Standard (BEES) based on IECC 2018 with AK amendments requires 5-star rating and 4 ACH50 max for financed residential. 19 organized boroughs + 11 census areas (Unorganized Borough) = 30 county-equivalents. Unorganized Borough (~54% of land area) has NO local government and NO mandatory residential codes. Climate Zones 6 (SE coast), 7 (Anchorage/Southcentral), 8 (Interior/Western), 9 (North Slope only). Extreme seismic (SDC D-F most areas), snow loads 40-160+ psf, permafrost in interior/north. Deferred jurisdictions: Anchorage, Juneau, Fairbanks, Sitka, Kodiak, Kenai Peninsula (partial), Mat-Su (partial).

Alaska applies state-level code amendments to ICC base codes, with some variation across local jurisdictions.
Critical regulations for Alaska restoration work
The State Fire Marshal may defer plan review and inspection authority to municipalities that demonstrate capability to administer building codes. Deferred jurisdictions may adopt additional codes beyond state minimums (such as IRC, IECC, updated editions) and administer their own building departments.
Important: The State Fire Marshal may defer plan review and inspection authority to municipalities that demonstrate capability to administer building codes. Deferred jurisdictions may adopt additional codes beyond state minimums (such as IRC, IECC, updated editions) and administer their own building departments. Known deferred jurisdictions include: Municipality of Anchorage, City and Borough of Juneau, City of Fairbanks, City and Borough of Sitka, City of Kodiak, Central Mat-Su Fire Department area, City of Soldotna, City of Seward, and others. Municipality must apply for deferred status and demonstrate: (1) Qualified staff, (2) Code enforcement capability, (3) Plan review capability, (4) Inspection resources. Once deferred, jurisdiction administers own codes. Must notify State Fire Marshal of local code adoptions. May adopt more stringent requirements than state.
Per 13 AAC 50.020, copies of acceptance test certificates for fire alarm systems, fire suppression systems, smoke control systems, and alternative fire-extinguishing systems must be forwarded to the Division of Fire and Life Safety (or deferred authority) within 30 days of installation completion.
Important: Per 13 AAC 50.020, copies of acceptance test certificates for fire alarm systems, fire suppression systems, smoke control systems, and alternative fire-extinguishing systems must be forwarded to the Division of Fire and Life Safety (or deferred authority) within 30 days of installation completion. Failure to submit may result in enforcement action or inability to obtain Certificate of Occupancy. All commercial construction with fire alarm, suppression, or smoke control systems must comply. Submit acceptance test certificates to: Alaska Division of Fire and Life Safety, Life Safety Inspection Bureau, 5700 East Tudor Road, Anchorage, AK 99507. Must include test results, system description, and installer certification. In deferred jurisdictions, submit to local fire marshal or building department.
Construction on permafrost requires specialized foundation systems to prevent thaw-induced settlement and structural damage. Permafrost regions include the Arctic Slope, North Slope Borough, Northwest Arctic Borough, Nome area, and isolated Interior areas.
Important: Construction on permafrost requires specialized foundation systems to prevent thaw-induced settlement and structural damage. Permafrost regions include the Arctic Slope, North Slope Borough, Northwest Arctic Borough, Nome area, and isolated Interior areas. Thawed permafrost can cause catastrophic foundation failure and structural collapse. Foundation options for permafrost areas: (1) Thermosyphons (preferred for large buildings), (2) Pile foundations with ventilated air space below building, (3) Insulated slab-on-grade with edge insulation and passive cooling, (4) Gravel pads with thick insulation layers. All systems must maintain frozen ground below foundation. Geotechnical investigation by engineer with permafrost experience REQUIRED. Building design must minimize heat transfer to ground. Avoid basements or ground-coupled construction. Monitor foundation movement post-construction.

Effective dates reflect when each code edition was formally adopted by the state. Dates may differ across code types when amendments are adopted in separate rulemaking cycles. Base codes reference the ICC model code edition that serves as the foundation for the state's adopted version. Verify current applicability with your local Authority Having Jurisdiction (AHJ).

Snow & Ice
Alaska experiences extreme snow loads unmatched in the rest of the United States. Valdez area: 160+ psf ground snow load. Thompson Pass holds North American snowfall records. Anchorage minimum: 40 psf. Fairbanks: 60 psf. Southeast varies: 40-80 psf. Interior highlands: 80-120 psf. Snow loads are site-specific per ASCE 7.
Flood & Coastal
Local floodplain ordinances apply in NFIP-participating communities. Alaska Division of Community and Regional Affairs administers NFIP. Many communities have riverine flooding (Fairbanks - Chena River), coastal flooding, and glacial outburst flood risks.
Seismic
Alaska is one of the most seismically active regions in the world. The 1964 Great Alaska Earthquake (M9.2) remains the second-largest earthquake ever recorded. Most of Alaska falls into Seismic Design Categories D, E, or F per ASCE 7. Anchorage and Southcentral: SDC E. Southeast: SDC D. Aleutians: SDC F.
