Idaho has NO mandatory statewide residential building code. Code adoption is entirely LOCAL - cities and counties decide whether to adopt codes and which editions. Major cities (Boise, Meridian, Idaho Falls, Coeur d'Alene) typically use IRC 2018/2021 with local amendments. MOST counties do NOT enforce codes in unincorporated areas (Ada County is notable exception). Approximately 60% of Idaho land area has NO building code. Statewide trades codes: Electrical, plumbing, HVAC permits required statewide through DBS. Climate Zones: 5B (Treasure Valley), 6B (most of state), 7 (mountain areas). Snow loads: 20-400+ psf (EXTREME variation - verify site-specific). Ice barrier required throughout (all zones). Frost depth 24-48". Extensive WUI/wildfire risk. Seismic SDC D in Teton Valley/eastern Idaho. No statewide GC/roofing license (contractor registration required). 44 counties.

Idaho applies state-level code amendments to ICC base codes, with some variation across local jurisdictions.
Critical regulations for Idaho restoration work
Idaho ground snow loads range from 20 psf in valleys to 200+ psf in mountain areas. Roof design must account for local snow loads which vary significantly by elevation.
Important: Idaho has extreme variation in ground snow loads due to elevation differences. Valley floors (Boise, Twin Falls, Idaho Falls) typically have ground snow loads of 20-40 psf. Mountain communities (Sun Valley, McCall, Stanley) can have ground snow loads exceeding 100-200 psf. ASCE 7 provides baseline values but many jurisdictions have adopted site-specific snow load maps. Roof slope, exposure, and thermal factors affect the conversion from ground to roof snow load. Reroofing projects must verify the existing structure can support the new roof system weight plus design snow loads. Snow guards and retention systems are commonly required on metal roofs, especially over walkways and entries.
Idaho has NO statewide contractor licensing requirement. Only electrical, plumbing, and HVAC require state licenses. Roofing/siding are unregulated at state level.
Important: Idaho is one of the most permissive states for contractor regulation. There is no statewide general contractor, roofing, or siding license requirement. Only electrical (Idaho Division of Building Safety), plumbing, and HVAC contractors require state licenses. Individual cities may require business licenses but not trade-specific licenses. Public works projects over $50,000 require a Public Works Contractor License. Idaho does require contractors to register with the Idaho Contractor Registration Board (effective 2023) for projects over $2,000, but this is registration only — no exam, no bond, no insurance requirement.
Idaho communities in the Wildland-Urban Interface face significant wildfire risk. Many jurisdictions require Class A fire-rated roofing and defensible space in WUI zones.
Important: Idaho has extensive Wildland-Urban Interface (WUI) exposure, particularly in the Boise foothills, Sun Valley/Ketchum area, McCall, and throughout forested mountain communities. Communities in WUI zones often require: Class A fire-rated roofing materials, ember-resistant vents (1/8-inch mesh screening), non-combustible or ignition-resistant exterior materials within defined distances, and defensible space (typically 30-100 feet). The Idaho Department of Lands and local fire districts establish WUI zone boundaries. After significant fire seasons, many communities have enhanced their WUI building requirements.

Effective dates reflect when each code edition was formally adopted by the state. Dates may differ across code types when amendments are adopted in separate rulemaking cycles. Base codes reference the ICC model code edition that serves as the foundation for the state's adopted version. Verify current applicability with your local Authority Having Jurisdiction (AHJ).

Historic Preservation
Historic districts and properties throughout Idaho, particularly Wallace (entire downtown), Boise North End, Idaho City. SHPO review for state/federal involvement.
Snow & Ice
Ground snow loads range from 20 psf in the Snake River Plain (Boise, Twin Falls) to 30 psf in the eastern valleys. Statewide base zone — see Mountain Snow Load overlay for panhandle and central mountain counties with loads of 40-80+ psf. Idaho's dramatic elevation changes create highly variable snow loads even within a single county.
Flood & Coastal
FEMA-designated flood zones along rivers (Snake, Boise, Payette, Salmon) and lakes. Local floodplain permits required in addition to building permits where codes adopted.
Seismic
High seismic risk areas, particularly Teton Valley (near Yellowstone), eastern Snake River Plain, and parts of eastern Idaho. Enhanced structural requirements apply.
Wildfire
Extensive WUI areas throughout Idaho, particularly North Idaho panhandle, Boise Foothills, and mountain communities. Class A fire-rated roofing strongly recommended or required by local ordinances.
