Critical regulations for Kentucky restoration work
Kentucky requires contractor licensing through DHBC for residential and commercial work. General contractors, HVAC, electrical, and plumbing each require separate licenses.
Important: Kentucky requires contractors to be licensed through the Department of Housing, Buildings, and Construction (DHBC). Residential and commercial general contractors must hold a valid Kentucky contractor license. Trade-specific licenses are required for electrical, plumbing, HVAC, and fire protection work. License requirements include experience verification, examination, and proof of insurance. Workers' compensation is required for employers with one or more employees. Kentucky does not have reciprocity with other states' licenses. Out-of-state contractors must obtain a Kentucky license before starting work.
Kentucky adopted the Kentucky Building Code (KBC) statewide based on IBC/IRC 2018. All counties and cities must enforce the state code; local amendments require state approval.
Important: Kentucky adopted the Kentucky Building Code based on the IBC 2018 and Kentucky Residential Code based on the IRC 2018, effective January 1, 2019 (815 KAR 7:120). The Department of Housing, Buildings, and Construction (DHBC) administers the code statewide. All jurisdictions must enforce the state code. Local amendments require DHBC approval. Permitting is handled at the county or city level. In areas without a local building inspector, the state provides inspection services through DHBC field offices. Kentucky also enforces the IECC 2018 for energy code compliance.
Western Kentucky is in a high-wind region with design wind speeds up to 115-120 mph. Enhanced roof-to-wall connections and proper nailing schedules are critical.
Important: Western Kentucky counties are in a tornado-prone region with elevated design wind speeds per ASCE 7 and IRC Table R301.2. Design wind speeds range from 105 mph (eastern KY) to 115-120 mph (western KY) for 3-second gust at Exposure C. Counties in the Jackson Purchase region (far west) and along the Tennessee border have the highest wind requirements. The IRC requires enhanced nailing schedules, hurricane clips/straps at roof-to-wall connections, and continuous load paths in areas with wind speeds exceeding 110 mph. Roofing products must be rated for the applicable wind speed zone.

Standard permit inspection sequence for Kentucky residential projects
Before any work begins. In areas without local building departments, permits are obtained through the KY DHBC. Licensed contractors required for HVAC, electrical, and plumbing work per KRS Chapter 198B.
After excavation and before concrete pour. Verify footing depth meets frost line requirements (24-30 inches). In karst terrain areas (central Kentucky): verify geotechnical report addresses sinkhole risk. Verify rebar placement and anchor bolt locations.
After framing complete, before insulation or drywall. Verify structural connections, proper lumber grades, sheathing attachment, header sizes. In western KY (Seismic Design Category C): verify enhanced seismic bracing and connections.
After sheathing installed, before underlayment. Verify nail spacing per IRC requirements. Check panel clips or blocking at unsupported edges. Enhanced nailing may be required in higher wind speed zones.
After roofing material installed. Verify underlayment type and installation. Ice barrier required at eaves, valleys, and around penetrations. Verify flashing at walls, valleys, and penetrations. Check drip edge installation.
After rough-in complete, before insulation or drywall. Verify HVAC ductwork, electrical wiring, and plumbing per KBC requirements. Kentucky HVAC license required per KRS 198B. Electrical work per NFPA 70 (NEC) as adopted by KY.
After insulation installed, before drywall. Verify R-values meet IECC requirements for Climate Zone 4A. Check vapor retarder installation (Class I or II on warm side in Zone 4A). Verify no gaps, compression, or missing coverage.
